Amends Arizona Revised Statutes section 28-721 regarding driving on the right side of roadways.

Requires drivers proceeding at less than normal traffic speed to drive in the right-hand lane or as close as practicable to the right-hand curb or edge of the roadway, except when overtaking, passing, or preparing for a left turn.

Mandates the Department of Transportation erect signs on rural area highways by September 1, 2021, notifying the public of the right-lane driving requirements.

Allows the Department to erect signs when maintaining other highway signs.

Permits golf carts and neighborhood electric vehicles to drive on paved shoulders in age-restricted communities located in unincorporated areas of counties with populations exceeding 3 million.
