Amends procurement procedures for professional services (architects, engineers, landscape architects, etc.) on public buildings, allowing agents to use direct selection, final list selection, or public competition based on contract value thresholds.

Increases the sunset date for construction-manager-at-risk and design-build services for horizontal construction from June 30, 2020 to June 30, 2025, and extends the sunset for certain federal-funding projects to June 30, 2025.

Modifies the two-step competition process for construction-manager-at-risk services on horizontal construction projects funded by federal aviation administration or federal transit administration, limiting price criteria to no more than 10 percent of total scoring points.

Clarifies that agents may not enter into contracts with themselves or other governmental units to provide construction-manager-at-risk, design-build, or job-order-contracting services.

Applies amendments to section 34-603 retroactively from June 29, 2018 and establishes civil penalties of up to $5,000 per violation for knowing and intentional violations of procurement requirements.
