• Allows registered scrap metal dealers and licensed automotive recyclers to purchase vehicles without a certificate of title if the vehicle is at least 12 model years old, valued at no more than $1,200, and the owner lacks the title due to never obtaining one, losing it, or returning it to the department.

• Requires scrap metal dealers and automotive recyclers to photograph the seller and vehicle, pay by check rather than cash, obtain a signed statement from the seller affirming conditions, and verify the vehicle is not stolen before purchase.

• Mandates reporting of vehicle acquisitions to the national motor vehicle title information system within 48 hours and establishes a 3-business-day hold period before vehicles can be crushed, dismantled, or shredded.

• Creates penalties of up to $1,000 per violation for failure to report vehicle information, with 50% of civil penalties deposited to the state highway fund and 50% to the automobile theft authority fund.

• Applies only if the Department of Transportation implements an electronic system by October 1, 2020 for scrap dealers to report vehicle acquisitions and verify vehicles are not stolen.
