Allows defendants convicted under section 13-1405 who complete probation to petition the court to terminate sex offender registration requirements.

Requires petitioner to demonstrate under penalty of perjury that they were under 22 years old at offense, victim was 15-17 years old (or a peace officer posing as such), conduct did not involve threats or force, and probation was completed without sex offender violations.

Requires petitioner to show no subsequent felony convictions, no pending sexually violent person proceedings, involvement of only one victim, no state prison sentence, and no convictions for specified sexual offenses (sections 13-1406, 13-1410, 13-1417, 13-3206, 13-3212, 13-3552, 13-3553, 13-3560).

Establishes court hearing process where the state bears burden of proving by preponderance of evidence that any required factor is not met, with all parties and victims having opportunity to be heard.

Allows court discretion to deny petition even if all factors are met if denial is in the best interests of justice or ensures public safety.
