Allows owners or operators with insurance to access underground storage tank revolving fund assistance without exhausting insurance first, but they must file timely insurance claims and pursue them until denial.

Creates a new eligibility category for releases reported between July 1, 2006 and December 31, 2015 that require additional corrective action, allowing fund access without filing insurance claims if the owner was in compliance with financial responsibility requirements at time of release.

Sets maximum reimbursement at $500,000 per facility for the new eligibility category after a $50,000 cost-sharing obligation, without reducing payments for prior preapproval program reimbursements.

Extends the deadline for submitting claims under Laws 2015, chapter 247, section 25 from December 31, 2016 to December 31, 2018 for releases confirmed before financial responsibility was federally required.

Eliminates reductions to reimbursement amounts for payments previously made under the preapproval program (sections 49-1051 and 49-1053) for eligible corrective action claims.
