Prohibits municipalities from requiring development agreements to mandate prevailing wage requirements for contractors and subcontractors.

Prohibits municipalities and counties from requiring contractors to negotiate or execute project labor agreements, neutrality agreements, or participate in registered apprenticeship programs as a condition of bidding or performing work on development agreements.

Declares that the public interest in wage rates under development agreements is of statewide concern and preempts local or municipal/county interests.

Provides that private parties may still voluntarily enter into individual collective bargaining relationships, and the restrictions do not interfere with activity protected under the National Labor Relations Act.

Amends both Arizona Revised Statutes sections 9-500.05 (municipal development agreements) and 11-1101 (county development agreements) to include these labor-related prohibitions.
