Mandates health insurers complete credentialing and loading within 100 calendar days of receiving a complete application, with exceptions for facilities with delegated credentialing agreements (10-day loading requirement).

Requires health insurers to acknowledge applications within 7 days, notify applicants of incomplete applications within 7 days with detailed lists of missing items, and provide proposed contracts upon completion.

Prohibits health insurers from denying claims for covered services provided by credentialed participating providers with fully executed contracts after approval date.

Amends section 20-456 to include Chapter 26 violations in civil penalty provisions, allowing up to $1,000 per violation (capped at $10,000) or up to $5,000 per violation (capped at $50,000 in six months) for intentional violations, with director of insurance responsible for enforcement.
