Appropriates $1,700,000 from the state general fund in fiscal year 2018-2019 to the superintendent of public instruction for salary increases for guidance counselors and teacher aides.

Requires each school district and charter school to increase salaries by 1.06 percent in fiscal year 2017-2018 for eligible guidance counselors and teacher aides who worked during the 2016-2017 school year and continue working in 2017-2018.

Mandates that the 1.06 percent salary increase supplements and does not replace any other salary increases the school district or charter school would have provided.

Requires school district and charter school governing boards to hold a public hearing and attest in their adopted budgets that they are complying with the salary increase requirements and report related financial information.

Specifies that for charter schools, funding for guidance counselor and teacher aide raises shall equal five percent of the amount provided for teachers by the prior appropriation law.
