Expands the definition of "off-highway vehicle" to include tracked or wheeled vehicles, utility vehicles, sand rails, and other motorized land transportation devices designed or modified primarily for recreational nonhighway all-terrain travel.

Requires persons operating all-terrain vehicles or off-highway vehicles weighing 1,800 pounds or less to obtain either a resident or nonresident off-highway vehicle user indicia (sticker) from the Department of Transportation.

Directs 70% of user fees collected to the off-highway vehicle recreation fund and 30% to the Arizona highway user revenue fund; allows Game and Fish Department to charge additional service fees for nonresident indicia deposited in the Game and Fish Fund.

Permits vehicle owners to obtain highway registration for off-highway vehicles if they meet equipment requirements and submit an affidavit confirming highway equipment compliance, exempting them from standard registration fees.

Exempts off-highway vehicle operations from indicia requirements for special events, private land use, dealer license plates, emergency situations, and out-of-state owners whose vehicles are in Arizona for 30 days or less.
