Requires the department of environmental quality to adopt rules establishing minimum efficiency and water conservation standards matching federal standards under 10 Code of Federal Regulations parts 430 and 431 as of the bill's effective date.

Establishes that state standards for products become enforceable if the corresponding federal standard is withdrawn, repealed, voided, or if a federal preemption waiver is issued under 42 U.S. Code section 6297(d).

Modifies certification requirements to direct manufacturers to certify product compliance to the department of environmental quality rather than the governor's energy office, allowing alternative certification to other states with similar standards that maintain public compliance databases.
