Amends Arizona Revised Statutes Section 49-447 to require the state director to adopt rules incorporating California Air Resources Board emission standards as they existed on January 1, 2018.

Mandates that Arizona's motor vehicle and combustion engine emission standards comply with California's standards under the waiver issued pursuant to federal law (42 United States Code section 7543).

Authorizes Arizona to adopt these California standards under Section 177 of the Clean Air Act (42 United States Code section 7507).

Removes the requirement that Arizona emission rules be merely "consistent with" federal law and replaces it with mandatory incorporation of California's specific emission standards.
