Repeals sections 9-500.38 and 11-269.16 of Arizona Revised Statutes relating to auxiliary containers and local regulations.

Amends section 44-1648 to clarify that scrap metal dealer registration is a matter of statewide concern and preempted by the state.

Allows cities, towns, and counties to enforce business licensing laws for scrap metal dealers if the licensing system includes background checks, identification, and fingerprinting of owners.

Permits scrap metal dealer licenses that were current and in good standing before September 13, 2013 to remain in compliance without requiring reapplication unless circumstances change.
