HB 2350 Summary

• Allows 9th grade students to be included in joint technical education district (JTED) student count and funding if the JTED program addresses a workforce need in Agriscience, Automotive Technologies, Construction Technologies, Manufacturing, or Engineering.

• Prohibits students in kindergarten through grade 9 from being included in JTED student count or funded by JTED monies, except grade 8-9 students may be funded by the five cent qualifying tax rate and grade 9 students in specified workforce need areas.

• Appropriates $6,100,000 from the state general fund in fiscal year 2018-2019 to the department of education for state aid to joint technical education districts.

• Clarifies that the department of education must determine whether JTED programs meet workforce need criteria before students in those programs can generate funding.

• Maintains existing restrictions on school districts prohibiting or discouraging student enrollment in JTED courses.
