Repeals Arizona Revised Statutes section 15-249.08, which established results-based funding for schools.

Amends section 15-249.09 to expand the early literacy grant program to include prekindergarten students alongside kindergarten and grades 1-3 students.

Appropriates $37,600,000 from the state general fund in fiscal year 2018-2019 to the early childhood development and health fund.

Redirects the $37,600,000 previously dedicated to results-based funding toward the early childhood development and health fund to support high-quality early education programs.

Sets program termination date of July 1, 2025 for the early literacy grant program.
