Establishes an interstate compact prohibiting state and local government use of public funds for construction, maintenance, promotion, or operation of professional sports stadiums.

Defines "subsidy" broadly to include direct funding, tax credits, tax exemptions, government bonds, loan guarantees, and other government funding mechanisms.

Compact becomes effective when 24 other states ratify a substantially similar measure, as determined by the Arizona Attorney General.

Excludes high school and collegiate athletics funded solely by 501(c)(3) nonprofit entities and does not affect existing contracts or bond financing approved before the compact's effective date.

Permits states and political subdivisions to build and charge reasonable fees for infrastructure related to professional sports stadiums.
