Establishes the Arizona Teacher Academy to incentivize Arizona resident students to pursue teaching careers and commit to teaching in Arizona public schools.

Requires Arizona Board of Regents universities to develop metrics to assess the academy's effectiveness, create a marketing plan to recruit students, and establish partnerships with public schools for teacher employment commitments.

Provides full tuition and fee waivers to full-time students enrolled in the academy, with requirements that students either maintain good academic standing, teach one school year in Arizona public schools for each year of assistance received, or reimburse the university proportionally for unfulfilled teaching obligations.

Appropriates $5,500,000 from the state general fund in fiscal year 2018-2019 to Arizona Board of Regents for the Arizona Teacher Academy, with the appropriation exempt from lapsing provisions.

Directs the Arizona Board of Regents to submit annual reports by July 1 covering enrollment numbers, completion rates, number of teachers hired, and student defaults on teaching agreements.
