Permits the department to extend a provisional license if the kinship foster care parent is meeting the child's health and safety needs and certain household members have been denied fingerprint clearance cards or are awaiting good cause exception decisions.

Modifies reporting requirements to change from biannual to annual evaluations of the kinship foster care program, with reports differentiated between licensed and unlicensed kinship foster caregivers.

Requires the department to offer kinship foster care families information about available financial and non-financial services, including case management, child day care, parenting skills training, and respite services.
