Amends Arizona Revised Statutes section 32-516 to modify certification requirements for aestheticians and cosmetologists performing cosmetic laser and IPL device procedures.

Requires 40 hours of didactic training at a department-certified program and hands-on training supervised by a health professional or experienced laser technician (minimum 100 hours experience).

For hair removal procedures, requires 24 hours of supervised hands-on use with supervisor present in the room; for other cosmetic procedures, requires minimum 24 hours of hands-on training with at least 10 procedures per specific type.

Allows certified laser technicians to use lasers and IPL devices for hair removal under indirect supervision and for other cosmetic purposes under direct supervision of a licensed health professional.

Adds "laser safety officer" as a new definition and allows laser safety officers to provide direct supervision for cosmetic laser and IPL device procedures in addition to health professionals.
