Amends Arizona Revised Statutes Section 38-611 regarding compensation for state officers and employees.

Changes compensation authority for members of boards, commissions, councils, and advisory committees from a fixed maximum of $30 per day to an amount established by rule by each respective board, commission, council, or advisory committee.

Maintains existing exemptions from compensation requirements for elected state officers, court employees, legislature employees, governor's office employees, and Arizona Board of Regents employees.

Allows boards, commissions, councils, and advisory committees to set their own compensation rates through rule-making rather than being limited to a statutory cap.
