Amends Arizona Revised Statutes section 28-737 to add authorized emergency vehicles used by first responders in the line of duty as exempt from high occupancy vehicle (HOV) lane restrictions.

Reorganizes existing HOV lane exemptions into subsection B, consolidating exceptions for tow truck operators, motorcycles, public transportation vehicles, and the new emergency vehicle exception.

Maintains the $200 civil penalty for violating HOV lane restrictions, with $100 of each penalty deposited to the state general fund.

Defines "public transportation vehicle" as any vehicle providing public entity transportation service that is either owned/operated by the public entity or operated under contract with it.
