Amends Arizona law to allow governing bodies to sell and convey roadway land by quitclaim deed or other appropriate instruments, with title vesting in the grantee upon conveyance.

Requires at least 60 days' notice of roadway sale, including posting at intervals of no more than one mile and delivery or mailing to abutting owners of record whose addresses are known.

Grants abutting owners of record preference rights to purchase roadway portions at the original consideration paid when the land was first acquired for public use, if offer is submitted timely.

Expands definition of "abutting owner" to include original owners' heirs, successors, and assigns who retained direct ownership of property adjacent to the vacated roadway.

Clarifies that consideration for vesting title may be waived in cases of roadway sales to abutting owners under section 28-7204 and certain other statutory provisions involving public benefit determinations.
