• Declares that regulation of state and local identification cards is a statewide concern and prohibits cities, towns, and counties from further regulating identification card issuance.

• Requires municipal and county service access cards to be clearly labeled "not an identification card—for use to access [municipal/county] services only" in at least twelve-point bold type and prohibits use of the word "identification" or abbreviations "ID" or "I.D." on the cards.

• Mandates that service access cards list only the specific services the individual is legally entitled to receive and prohibit the same color scheme or design format as state driver licenses or nonoperating identification licenses.

• Requires any service access card that also functions as an identification card to contract with the Department of Transportation's motor vehicle division for identity verification and reimburse all associated costs.

• Allows cities, towns, and counties to charge reasonable fees to recover costs of issuing service access cards; applies to cards issued on or after the effective date with existing cards valid for one year after enactment.
