Allows private property in rural municipalities and counties to contain up to one single-family residence per acre plus yurts, hogans, recreational vehicles, prefabricated homes, or additional single-family residences if occupied by full-time or part-time residents or vacation rental occupants.

Permits land divisions into lots or parcels of five acres or less without full subdivision approval if the lot sizes are at least as large as the average lot or parcel size within five miles of the divided property.

Streamlines county land division review for five or fewer lots by allowing staff approval without public hearings, with automatic approval within 30 days if review is not completed.

Allows counties to waive preliminary plat requirements and reduce infrastructure standards for subdivisions of ten or fewer lots, except for dust-controlled access and minimum drainage improvements.

Defines "acting in concert" and prohibits persons from unlawfully dividing land into six or more lots through multiple owners or conveyances to circumvent subdivision laws.
