Changes the article heading of Arizona Revised Statutes Title 17, Chapter 3, Article 3 from "trappers, guides and taxidermists" to "trappers, guides, taxidermists and fur dealers"

Replaces the licensing requirement for taxidermists with a registration requirement administered by the department instead of the commission

Requires taxidermists to maintain a register of names, addresses, taker's tag/license numbers, dates, and species of wildlife received, and to file a copy annually with the department by January 31

Taxidermists must keep the register for five years after receiving wildlife and exhibit it upon request of department representatives

Establishes civil penalty of $150 for violations and allows the commission to revoke or suspend registration for up to one year after public hearing; effective December 31, 2018
