Repeals title 32, chapter 33, Arizona Revised Statutes, which establishes the board of behavioral health examiners and eliminates regulatory oversight of behavioral health professionals.

Removes references to the board of behavioral health examiners and behavioral health professionals from multiple state statutes governing health care licensing, controlled substances monitoring, and professional conduct.

Amends the definition of "health care professional" in several statutes to exclude those previously regulated by the board of behavioral health examiners (clinical social workers, professional counselors, marriage and family therapists, and substance abuse counselors).

Repeals section 41-3025.14 removing the board of behavioral health examiners from the list of self-supporting regulatory boards subject to the office of administrative hearings.

Requires a three-fourths affirmative vote of both houses of the legislature for enactment of section 36-601.01 amendments (smoke-free Arizona act provisions).
