Repeals state licensing and regulation of dispensing opticians and optical establishments, making them unregulated professions.

Requires dispensing opticians and optical establishments to post a conspicuous sign stating their services are not regulated by the state.

Removes the state board of dispensing opticians and related regulatory articles (32-1673 and 32-1674) from Arizona Revised Statutes.

Transfers all unexpended funds from the board of dispensing opticians fund to the state general fund.

Makes technical amendments to definitions in health profession statutes to remove references to chapter 15.1 (dispensing opticians) from lists of regulated professions.
