Repeals Title 32, Chapter 12, Arizona Revised Statutes, which establishes the state board of funeral directors and embalmers and its regulatory authority over funeral establishments.

Transfers all unexpended and unencumbered monies from the board of funeral directors' and embalmers' fund to the state general fund upon the bill's effective date.

Removes references to the board of funeral directors and embalmers from various statutes including sections addressing burial of indigent deceased, abandonment of dead bodies, insurance policy replacements, and administrative hearing procedures.

Modifies the definition of "funeral establishment" in section 36-301 to describe it functionally as a business devoted to care, storage, or preparation for final disposition or transportation of dead human bodies, rather than referencing licensing requirements under the repealed chapter.

Updates section 36-831.01 to remove specific references to the repealed Chapter 12 licensing requirements while maintaining funeral establishment and crematory protections under other regulatory chapters (Chapter 20).
