Repeals Title 32, Chapter 42, Arizona Revised Statutes, which regulated massage therapy licensing and practice in Arizona.

Removes references to massage therapy regulation from the definition of "health professional" in sections 32-3201 and 32-3218, and eliminates the massage therapy board from the list of self-supporting regulatory boards in section 41-1092.

Repeals section 41-3023.10, Arizona Revised Statutes, which established a regulatory framework for massage therapists.

Makes technical amendments to sections 36-601.01 (Smoke-free Arizona Act) and 41-114 (Human trafficking victim assistance fund) to remove outdated references and correct grammatical errors.

Section 36-601.01 amendments require a three-fourths vote of both legislative houses for enactment per Arizona Constitution Article IV, Part 1, Section 1.
