Amends Section 26-168 to clarify that military leave days are calculated as shifts of work rather than calendar days.

Amends Section 38-610 to define "day" as a shift of work for purposes of military leave entitlements under federal training or armed forces duty.

Ensures that employees are not charged military leave for days when they were not otherwise scheduled for work.

Applies to officers and employees of the state, counties, cities, towns, and political subdivisions engaged in military training, camps, maneuvers, formations, or drills.

Maintains the existing 30-day military leave cap in any two consecutive fiscal years while clarifying that the leave period is measured in work shifts.
