Changes the requirement for county road maintenance from "both" to "either" condition being met: roads must be laid out per engineering standards without county cost OR completed per approved plat.

Updates the date threshold for primitive road designation from June 13, 1975 to June 13, 1990 for roads opened before the cutoff date.

Allows roads opened after June 13, 1990 to be designated as primitive roads if accepted for maintenance before June 13, 1985 and not constructed to county standards.

Maintains liability protections for counties, cities, and towns for primitive road usage except in cases of intentional injury or gross negligence by employees.

Requires placement of warning signs on primitive roads stating "Primitive road, caution, use at your own risk. This surface is not regularly maintained."
