Department of Administration must complete an analysis within one year of the effective date to evaluate cost-effectiveness of implementing an incentive-based program for group health and accident coverage for current enrollees and retirees.

Any program determined to be cost-effective may be implemented as part of the next open enrollment period.

Department must communicate in writing to the Joint Legislative Budget Committee the rationale for its decision and details of any proposed incentive-based program for group health and accident coverage.
