• Adds "covered transfers" as a new reporting category that must be itemized in campaign finance reports for both receipts and disbursements over $250.

• Requires entities making independent or ballot measure expenditures over $1,000 to file expenditure reports identifying the entity, its tax status, address, candidate or measure supported/opposed, and advertising details.

• Requires entities making independent or ballot measure expenditures exceeding $5,000 in the 30 days before early voting begins to file expenditure reports within 24 hours.
