Authorizes the Arizona Department of Administration to place a Buffalo Soldiers memorial in Wesley Bolin Plaza pursuant to existing procedures under Arizona Revised Statutes section 41-1363.

Requires all funding, artistic design, and construction costs to be the sole responsibility of the proponents with no public monies authorized for the memorial.

Prohibits the state from facilitating fundraising or establishing a state fund for memorial monies.

Section automatically repeals on September 30, 2021.
