Expands the definition of covered military members to include National Guard members from any state and United States Armed Forces Reserves, not just Arizona National Guard.

Requires employers to allow covered military members to take unpaid leaves of absence for active duty, camps, maneuvers, formations, or armory drills without loss of vacation rights or seniority.

Guarantees returning military members reinstatement to their previous position or a higher position commensurate with their ability and experience.

Extends federal protections under the Soldiers and Sailors Civil Relief Act of 1940 and the Uniformed Services Employment and Reemployment Rights Act of 1994 to Arizona military members ordered to perform active duty or training.

Establishes violation of employment leave or seniority protections as a class 1 misdemeanor, prosecuted by county attorneys in superior court.
