• Defines "personal delivery device" as an electronically powered device that operates on sidewalks and crosswalks, weighs less than 200 pounds (excluding cargo), operates at maximum 7 mph, and has autonomous operation capability and braking systems.

• Personal delivery devices are excluded from the definition of "motor vehicle" and are exempt from vehicle registration and financial responsibility insurance requirements.

• Personal delivery device operators must maintain general liability insurance of at least $100,000 for damages, unless a local authority authorizes lower coverage under section 28-627.

• Local authorities may adopt reasonable restrictions on personal delivery device operations and may allow devices to exceed weight limits, speed limits, or insurance minimums through local ordinance.

• Effective date is August 31, 2020, with section 28-913 (personal delivery device operation and insurance rules) repealed on that same date.
