Amends Arizona law to require a minimum of two operating employees in the control compartment of the lead locomotive unit while a train is in motion.

Requires railroads operating in Arizona to maintain a minimum of two operating employees during remote control operations.

Exempts passenger, mail, and express trains from the new two-employee minimum requirements in the control compartment and remote operations.

Exempts switching operations, car inspection movements, and setouts in conjunction with road service from the two-employee minimum requirements.
