Provides bidding preference for veteran-owned businesses and Arizona bidders when two or more bids are identical in price for contracts under section 41-2533, subsection G, with veteran-owned businesses receiving first preference.

Requires purchasing agencies to add a percentage increase to nonresident bids equal to the preference percentage that the nonresident's home state gives to its own in-state bidders, with the Department publishing an annual list of such state percentages by January 1 each year.

Defines "Arizona bidder" as a business authorized to transact business in Arizona, maintaining headquarters in the state for at least 12 consecutive months before bidding (unless employing 500+ full-time Arizona residents with employer health benefits), and paying all assessed taxes.

Defines "veteran-owned business" as a business at least 51% owned by one or more veterans, controlled and operated by veteran-owner(s), with its home office located in Arizona and not a foreign subsidiary or branch.

Defines "veteran" as a person who served in the U.S. Armed Forces and was separated under honorable conditions.
