Automatically restores voting rights to individuals convicted of felonies upon completion of probation or absolute discharge from imprisonment, without requiring a court application.

Amends sections 13-905 and 13-906 to clarify that voting rights are automatically restored while other civil rights require court approval as previously provided.

Maintains existing restrictions on firearm possession: permanent ban for dangerous offenses, 10-year restriction for serious offenses, and 2-year restriction for other felonies.

Simplifies language in statutes by replacing gendered pronouns with neutral terminology ("the person" instead of "him").

Applies to persons convicted of one or more felonies who complete probation, receive discharge from imprisonment, or have not been previously convicted of other felonies.
