Amends Arizona Revised Statutes Section 34-321 to require prevailing wage provisions in public works contracts valued at $250,000 or more.

Removes the prohibition on state agencies and political subdivisions from requiring prevailing wage provisions in public works contracts.

Prohibits agencies and political subdivisions from requiring contractors to negotiate or become parties to project labor agreements, neutrality agreements, or registered apprenticeship programs as conditions of bidding or performing public works contracts.

Preserves the right of private parties to engage in individual collective bargaining and protects activity covered under the National Labor Relations Act.

Defines key terms including "agency," "political subdivision," "project labor agreement," and "public works contract" for purposes of the statute.
