Amends section 28-6538 to change the distribution of Arizona highway user revenue fund (HURF) by allocating 30.5 percent to incorporated cities with a population of 300,000 or more persons, replacing the previous 3 percent allocation.

Adds new subsection C requiring HURF distributions to counties and cities/towns be based 60 percent on registered vehicles and 40 percent on miles of streets or highways located in each jurisdiction.

Adds new subsection D establishing that at least 80 percent of distributed monies must be used for street and highway construction, repair and maintenance, with no more than 20 percent used for administrative costs.

Repeals sections 28-6540 and 28-6541 of Arizona Revised Statutes.

Removes references to section 28-6540 in section 42-5033.01 regarding use of population estimates for state shared revenues distribution.
