Amends Section 36-2985 to require program suspension and at least 30 days' notice to contractors and members if federal funding for the children's health insurance program is eliminated, rather than only when state monies are insufficient.

Changes the trigger for program suspension from a funding insufficiency determination to the specific condition that federal government eliminates federal funding as specified in 42 U.S.C. § 1397ee.

Requires the director to immediately notify the governor, president of the senate, and speaker of the house of representatives if federal funding is eliminated.

Makes minor technical corrections to Section 36-2986, including changing "assuring" to "ensuring" and "first party" to "first-party" in various provisions related to director powers and duties.

Clarifies that applicants and members cannot contest denial, suspension, or termination of eligibility if the program is suspended or terminated under Section 36-2985.
