Establishes a state bank panel consisting of the governor, one state senator, one state representative, the state treasurer, and the CEO of the Arizona Commerce Authority to appoint members of a nonpartisan state-owned bank task force.

Creates a 13-member state-owned bank task force including legislators, state officials, bank representatives, public bank advocates, university economists, small business owners, and city/town mayors to study the feasibility of establishing a state-owned bank.

Directs the task force to evaluate the Bank of North Dakota, studies from other states and cities, economic impact potential, effects on existing banks, capital requirements, and necessary legal/constitutional changes for establishing a state-owned bank in Arizona.

Requires the task force to submit findings and recommendations to the governor, legislature, and secretary of state by December 1, 2018.

Repeals the task force provisions effective September 30, 2019.
