Amends Arizona law to expand who may access genetic testing information from confidential medical records, including health insurance carriers, statewide health information exchanges, accreditation organizations, and health professional licensing boards.

Adds a new category of permissible disclosure to persons or entities providing services to health care providers or clinical laboratories, provided they have agreements to protect confidentiality and comply with HIPAA privacy standards.

Modifies insurance discrimination provisions in section 20-448 to clarify that rejection of health insurance applications based on genetic conditions without an actual diagnosis from genetic testing constitutes unfair discrimination.

Requires that genetic test results remain privileged and confidential except as specifically authorized in section 12-2802, and clarifies that written informed consent is needed before genetic testing is performed.

Changes references from "which" to "that" in disability insurance provisions for technical correction purposes.
