Public entities or private entities constructing new restrooms or substantially renovating existing restrooms in public buildings or places of public accommodation must include at least one baby diaper changing station.

"Substantially renovates" is defined as construction costing at least $10,000.

"Public building" means a building or structure built in whole or in part with public monies.

The bill does not establish a private right of action for enforcement.

Applies definitions of "public entity" and "private entity" from section 41-1492 of Arizona Revised Statutes.
