Amends Arizona Revised Statutes section 15-189 to extend certain protections to both charter schools and private schools regarding purchase or lease of vacant school district buildings.

Prohibits school districts from accepting lower offers for vacant buildings or building portions from other buyers or lessees if a charter school or private school has made a higher offer.

Prevents school districts from withdrawing property from sale or lease solely because a charter school or private school is the highest bidder.

Allows school districts to sell used equipment to charter schools or private schools before attempting to sell or dispose of equipment through other means.
