Establishes the Citizens Finance Review Task Force with 26 members including legislators, state agency directors, economists from Arizona's three universities, business representatives, and education/school board representatives.

Task force shall hold regular open public meetings with at least one meeting each in Tucson, Yuma, and Flagstaff, with reasonable notice and public testimony allowed at every meeting.

Task force shall analyze state revenues compared to other states, including tax credits and exemptions; analyze state expenditures compared to other states; and make recommendations regarding responsible retirement of existing state debt.

Task force must submit findings and recommendations report by September 30, 2019 to the governor, senate president, and house speaker, and present report to joint appropriations committees by January 31, 2020.

Task force authority expires September 30, 2020.
