Permits the director to issue permits for poor quality groundwater withdrawal to non-irrigation users for periods up to 35 years based on the estimated life of the groundwater source.

Requires the director to monitor withdrawals under poor quality groundwater permits and terminate permits if the original conditions for issuance no longer apply.
