Requires Arizona Board of Regents universities and community college districts to provide tuition waivers to eligible individuals formerly or currently in foster care.

Applicants must have been in Arizona foster care for at least 6 cumulative months, be under 26 years old, be a U.S. citizen or lawfully present, have personal assets under $10,000, and be accepted or enrolled in an eligible institution.

Applicants must be at least 13 years old when in foster care, currently in foster care, or adopted from foster care after age 13.

Requires applicants to complete and submit a Free Application for Federal Student Aid (FAFSA) annually and maintain good standing with their institution's policies.

Community college tuition waivers may be reduced by other federal aid and public grants received, except Education and Training Voucher Program funds; university waivers cannot be reduced by any aid from the Education and Training Voucher Program.
