Amends Arizona Revised Statutes section 45-1022 to correct the reference date for water exchange contracts from "the effective date of this chapter" to "September 30, 1992".

Clarifies that enrollment of a water exchange contract under section 45-1021 does not invalidate any water exchanges conducted under that contract before the specified date.
