Allows private parties to waive state, city, town, or county licensure, certification, registration, or authorization requirements in contracts if all conditions are met.

Requires the contract subject to be substantially delivered by electronic means, specify which laws are waived, involve lawful activity that doesn't materially affect third parties or harm public health and safety.

Limits waiver applicability to contracts not exceeding $6,000 per year between any two parties and $250,000 total aggregate profit in the previous calendar year for any one party.

Permits parties to retroactively amend contracts to waive additional licensure or authorization requirements with mutual agreement.

Excludes health professions regulated by the state and restrictions under section 6-632 from waiver eligibility.
